HIIH · CERT & government

Create controlled sources of sector and mission-relevant adversary intelligence.

HIIH Surfaces can be deployed around defined exposure profiles to collect hostile activity, sustain controlled engagement where appropriate, and make structured Findings available to CERT, SOC and analytical workflows.

The commercial HIIH Surface
This page describes the commercial HIIH Surface available to public-sector, CERT and critical-infrastructure organizations. Premium counterintelligence capabilities for eligible government and national-security agencies are discussed on request.
01 · WHY PRIMARY TARGET-SIDE OBSERVATION MATTERS

A sector picture built only from incident reports and external feeds begins after someone else has already seen the activity.

SourceWhat it providesStructural limit
External reportingbroad context and known campaignsnot generated for your mission or region
Member / production telemetrywhat participating organizations report from real assetsactivity is already touching an asset that matters
Controlled HIIH Surfacesdirect observation from defined exposure and engagement missionscoverage is scoped to the deployed Surfaces

Public-sector value: detect recurrent access-validation or probing behavior; observe tools and tradecraft outside member production; generate primary material for sector analysis; test hypotheses about a region, sector or technology profile; and create public or member-only briefings under defined disclosure rules. HIIH does not create national coverage from a small number of Surfaces, and never implies it.

02 · READ IN THREE CHAPTERS

The public-sector application is described in three short chapters. Read them in order, or jump to what you are scoping.

1 · Mission patterns and Findings
Four public-sector mission patterns, how Surface observations become structured CERT Findings, and how regional and sector relevance is designed and qualified.

2 · Running a public-sector program
Early warning and incident preparation, critical-infrastructure edge exposure, the three-party operating model, and data, disclosure and publication governance.

3 · Proof, evaluation and boundaries
Research as public proof, a phased evaluation path, the scope of the commercial Surface, and the stated limitations.

Define one sector or mission question suitable for controlled observation.

The Surface, governance model and one output path are scoped around it.
